S. Africa's Zuma to join summit on Central African Republic

JOHANNESBURG (Reuters) - South African President Jacob Zuma will attend a summit of central African heads of state in Chad on Wednesday which will consider responses to the rebel takeover in Central African Republic.

The South African leader was invited by Chadian President Idriss Deby, chair of the 10-nation Economic Community of Central African States, to join the extraordinary ECCAS summit in N'Djamena on April 3, Zuma's spokesman Mac Maharaj said.

South Africa is facing questions about its role in Central African Republic after 13 of its soldiers were killed there last weekend as they fought alongside government troops trying to prevent rebels from ousting President Francois Bozize from power.

The opposition in South Africa and regional analysts have asked why a South African military training mission in Central African Republic became directly entangled in the internal conflict there.

South African media reports have suggested the soldiers were defending South African mining interests in a country rich in diamonds, uranium and oil, but officials in Pretoria have denied this. They say the presence of the 400 South African troops was covered by a 2007 bilateral defence accord with Bozize.

Maharaj told Reuters there was nothing unusual about the South African role in Central African Republic or Zuma's participation in the extraordinary ECCAS summit in Chad.

"We want to participate and benefit from the knowledge of the colleagues in the region, and share our ideas," he said.

Zuma would be accompanied at the summit by his ministers for foreign affairs, state security and defence.

On Friday, Central African Republic's new president, rebel leader Michel Djotodia, said he would review resource deals signed by the previous government and promised to step down at elections in 2016.

Djotodia was responding to questions about resource licences awarded to Chinese and South African firms by Bozize.

He added he would seek aid from former colonial power France and the United States to retrain the ill-disciplined army, a statement which appeared to be a blow to South African aspirations to maintain a role in Central African Republic.

Maharaj said South Africa's involvement there stemmed from calls by the African Union in the mid-2000s for African states to participate actively in moves to maintain stability and contribute to capacity-building in the central African state, which has a history of coups and revolts.

He said the 2007 bilateral defence accord, whose details have not been made public, derived directly from this.

Following the rebel takeover, the African Union suspended Central African Republic's membership and imposed sanctions on the rebel leaders, including Djotodia.

ECCAS groups Angola, Burundi, Cameroon, Central African Republic, Republic of Congo, Democratic Republic of Congo, Gabon, Equatorial Guinea, Sao Tome and Principe and Chad.

Three dozen indicted in Atlanta cheating scandal

ATLANTA (AP) ? Juwanna Guffie was sitting in her fifth-grade classroom taking a standardized test when, authorities say, the teacher came around offering information and asking the students to rewrite their answers. Juwanna rejected the help.

"I don't want your answers, I want to take my own test," Juwanna told her teacher, according to Fulton County District Attorney Paul Howard.

On Friday, Juwanna ? now 14 ? watched as Fulton County prosecutors announced that a grand jury had indicted the Atlanta Public Schools' ex-superintendent and nearly three dozen other former administrators, teachers, principals and other educators of charges arising from a standardized test cheating scandal that rocked the system.

Former Superintendent Beverly Hall faces charges including conspiracy, making false statements and theft because prosecutors said some of the bonuses she received were tied to falsified scores. Hall retired just days before the findings of a state probe were released in mid-2011. A nationally known educator who was named Superintendent of the Year in 2009, Hall has long denied knowing about the cheating or ordering it.

During a news conference Friday, Howard highlighted the case of Juwanna and another student, saying they demonstrated "the plight of many children" in the Atlanta school system.

Their stories were among many that investigators heard in hundreds of interviews with school administrators, staff, parents and students during a 21-month-long investigation.

According to Howard, Juwanna said that when she declined her teacher's offer, the teacher responded that she was just trying to help her students. Her class ended up getting some of the highest scores in the school and won a trophy for their work. Juwanna felt guilty but didn't tell anyone about her class' cheating because she was afraid of retaliation and feared her teacher would lose her job.

She eventually told her sister and later told the district attorney's investigators. Still confident in her ability to take a test on her own, Juwanna got the highest reading score on a standardized test this year.

The other student cited by Howard was a third-grader who failed a benchmark exam and received the worst score in her reading class in 2006. The girl was held back, yet when she took a separate assessment test not long afterward, she passed with flying colors.

Howard said the girl's mother, Justina Collins, knew something was wrong, but was told by school officials that the child simply was a good test-taker. The girl is now in ninth grade, reading at a fifth-grade level.

"I have a 15-year-old now who is behind in achieving her goal of becoming what she wants to be when she graduates. It's been hard trying to help her catch up," Collins said at the news conference.

The allegations date back to 2005. In addition to Hall, 34 other former school system employees were indicted. Four were high-level administrators, six were principals, two were assistant principals, six were testing coordinators and 14 were teachers. A school improvement specialist and a school secretary were also indicted.

Howard didn't directly answer a question about whether prosecutors believe Hall led the conspiracy.

"What we're saying is, is that without her, this conspiracy could not have taken place, particularly in the degree that it took place. Because as we know, this took place in 58 of the Atlanta Public Schools. And it would not have taken place if her actions had not made that possible," the prosecutor said.

Richard Deane, an attorney for Hall, told The New York Times that Hall continues to deny the charges and expects to be vindicated. Deane said the defense was making arrangements for bond.

"We note that as far as has been disclosed, despite the thousands of interviews that were reportedly done by the governor's investigators and others, not a single person reported that Dr. Hall participated in or directed them to cheat on the C.R.C.T.," he said later in a statement provided to the Times.

The tests were the key measure the state used to determine whether it met the federal No Child Left Behind law. Schools with good test scores get extra federal dollars to spend in the classroom or on teacher bonuses.

It wasn't immediately clear how much bonus money Hall received. Howard did not say and the amount wasn't mentioned in the indictment.

"Those results were caused by cheating. ... And the money that she received, we are alleging that money was ill-gotten," Howard said.

A 2011 state investigation found cheating by nearly 180 educators in 44 Atlanta schools. Educators gave answers to students or changed answers on tests after they were turned in, investigators said. Teachers who tried to report it faced retaliation, creating a culture of "fear and intimidation," the investigation found.

State schools Superintendent John Barge said last year he believed the state's new accountability system would remove the pressure to cheat on standardized tests because it won't be the sole way the state determines student growth. The pressure was part of what some educators in the system blamed for their cheating.

A former top official in the New York City school system who later headed the Newark, N.J. system for three years, Hall served as Atlanta's superintendent for more than a decade, which is rare for an urban schools chief. She was named Superintendent of the Year by the American Association of School Administrators in 2009 and credited with raising student test scores and graduation rates, particularly among the district's poor and minority students. But the award quickly lost its luster as her district became mired in the scandal.

In a video message to schools staff before she retired in the summer of 2011, Hall warned that the state investigation launched by former Gov. Sonny Perdue would likely reveal "alarming" behavior.

"It's become increasingly clear that a segment of our staff chose to violate the trust that was placed in them," Hall said. "There is simply no excuse for unethical behavior and no room in this district for unethical conduct. I am confident that aggressive, swift action will be taken against anyone who believed so little in our students and in our system of support that they turned to dishonesty as the only option."

The cheating came to light after The Atlanta Journal-Constitution reported that some scores were statistically improbable.

Most of the 178 educators named in the special investigators' report in 2011 resigned, retired, did not have their contracts renewed or appealed their dismissals and lost. Twenty-one educators have been reinstated and three await hearings to appeal their dismissals, said Atlanta Public Schools spokesman Stephen Alford.

APS Superintendent Erroll Davis said the district, which has about 50,000 students, is now focused on nurturing an ethical environment, providing quality education and supporting the employees who were not implicated.

"I know that our children will succeed when the adults around them work hard, work together, and do so with integrity," he said in a statement.

The Georgia Professional Standards Commission is responsible for licensing teachers and has been going through the complaints against teachers, said commission executive secretary Kelly Henson. Of the 159 cases the commission has reviewed, 44 resulted in license revocations, 100 got two-year suspensions and nine were suspended for less than two years, Henson said. No action was taken against six of the educators.

If you follow me on Instagram, you might have noticed the sporty, awesome car I was driving a few weeks ago. ?My family had the opportunity to test drive the 2013 Kia Optima SX for a week and we absolutely loved it. ?My son, Jonah, wanted to ride in the ?race car? every time we went somewhere. ?He was probably the saddest one in the family when we had to return it. ?He is still asking when we can go and get the ?race car? again and keep it.

I have never claimed to know a lot about cars. ?My review here is strictly from the point of view of a working mom and the things that are important in a vehicle for my family.

So onto the most important part of a vehicle (in my opinion) the features.

I absolutely fell in love with the interior of the Optima. ?The front seats were extremely comfortable and the console was positioned to where I could get to everything I needed with ease. The Optima also synced with my iPhone so I could have my own music as well as hands free calling. ?There was a few new features in the Optima that I have never seen before like the heating and cooling seats. ?We have heated seats in one of our vehicles now, but the cooling feature would be great in the summertime (if summer ever comes to Indiana) especially with the dark interior. ?The back seat also has heated seats!

The Optima also has a push button parking break. ?I love this feature. ?In most cars you have to push down a pedal or pull a leaver to put on the parking break. ?Having a push button is so convenient.

My favorite feature was the panoramic sunroof. ?I am used to driving a small SUV and I was a little worried about how closed in I would feel in a sudan. ?To be honest, it felt a little snug until I hit the button to open the sunroof. ?Within seconds the extra large sunroof let in a lot of light and my claustrophobia disappeared in an instant.

Some other features I love:

  • Navigation System? I would have gotten lost when I went to IKEA without it!
  • The rear view camera.
  • Sound System was fantastic and had a great sound.
  • All of the ports in the car for our USB devices.
  • The steering wheel? I loved how the polished wood felt and the easy access to volume control, cruise control and the Bluetooth system.

I decided to take the Optima on a trip to Cincinnati to visit the closest IKEA. ?My two little ones came with me. ?Installing their car seats in the backseat was a breeze (I had my husband do it). ?With the LATCH system it took a matter of moments. ?They fit without any problems. ?The only thing that I didn?t like was that my infant seat couldn?t click down and latch until after I started the car and the front seat moved up. ?If you have an infant seat that is large like mine I suggest moving it to the passenger side of the car for this reason. ?There was plenty of room for both carseats and a person in-between if they didn?t mind it being tight. ?My mother in law actually had to get back there to feed Caroline on our trip. ?I like that the two kids weren?t right on top of each other.

The trunk space was amazing for a sedan. ?I could fit a stroller and all of my purchases in the back end without any problems. ?I got a rug and several other items at IKEA and had extra space after loading them into the trunk.

Overall? the 2013 Kia Optima SX is a very sleek, sporty mommy vehicle that is perfect for a small family. ?The features are amazing and plentiful and make this mommy feel extremely spoiled. ?I felt that the ride was smooth and it had a lot of power. ?At times I needed to use the cruise control because I didn?t realize how fast I was actually going. ?I love that it tells you how many miles you have left before you need to fill up, and the gas mileage is great (about 25 in city and 30 highway).

Glass Lewis urges MetroPCS shareholders vote down T-Mobile USA deal

NEW YORK (Reuters) - Proxy advisor Glass Lewis on Friday became the second firm to suggest that MetroPCS Communications Inc shareholders vote against its proposed merger with T-Mobile USA, adding pressure on Deutsche Telekom AG to offer a sweeter deal.

The advisory follows a recommendation by larger proxy firm ISS late on Wednesday night that shareholders should vote against the deal with T-Mobile USA, the U.S. business of Deutsche Telekom. A smaller advisory firm, Egan Jones, had recommended its clients vote in favor of the transaction.

Glass Lewis said in a report released late Thursday that the proposed transaction undervalues MetroPCS's contribution to the combined company, adding that it believes MetroPCS shareholders could likely realize additional value in the short term if the company remained independent.

Glass Lewis also said that if MetroPCS shareholders vote against the deal, they could potentially receive a better offer.

A MetroPCS spokesperson said in an emailed statement that the board remains committed to the deal and thinks it is in the best interest of stockholders.

Analysts said on Thursday that ISS siding with shareholder activists would likely force Deutsche Telekom to improve the terms of the deal. ISS had complained about the negative market response to the proposed deal, a lower valuation than justified and MetroPCS's potential to thrive as a standalone company.

Paulson & Co, the biggest MetroPCS shareholder, and P. Schoenfeld Asset Management, another big shareholder, had both committed to vote against the deal on concerns about the valuation and the amount of debt being assigned to the combined company.

Even so, another major shareholder - Madison Dearborn - had put its support behind the deal.

T-Mobile USA, the No. 4 U.S. mobile provider, and its smaller rival MetroPCS want to pool their spectrum resources and networks in order to better compete with larger rivals Verizon Wireless, AT&T Inc and Sprint Nextel.

Under the terms of the reverse-merger announced in October, Deutsche Telekom would end up with a 74 percent stake in the combined company, and MetroPCS would declare a 1-for-2 reverse stock split and pay $1.5 billion in cash to its shareholders.

If the deal collapses, it would be a huge blow for Deutsche Telekom after being forced in 2011 to abandon its plan to sell T-Mobile USA to AT&T for $39 billion due to opposition by regulators.

On top of these issues, the companies are soon expected to face tougher competition from an emboldened Sprint, which has agreed to sell 70 percent of its shares to Japan's SoftBank Corp for $20 billion.

P. Schoenfeld Asset Management LP, which says it owns about 2.5 percent of MetroPCS, is leading a proxy battle against the deal. Paulson & Co has a 9.9 percent stake, and Madison Dearborn owns about 8.3 percent of MetroPCS shares, according to the most recent public disclosures.

MetroPCS shares have slid more than 8 percent since October 1, 2012, the day before reports emerged that MetroPCS and Deutsche Telekom were in talks.

HUMBLE, Texas (AP) ? A late birdie might just be enough to give Rory McIlroy two more rounds before the Masters.

Steve Wheatcroft, a Monday qualifier for the Houston Open, had another 67 to take the lead among early starters Friday at Redstone Golf Club.

Far down the leaderboard was McIlroy, struggling to make the cut for the first time this year against a full field. He two-putted from 85 feet away on the fringe on the par-5 eighth hole and made par on his final hole for a 2-under 70. That put him at 1-under 143, which appeared to be safe for playing on the weekend.

Wheatcroft was at 10-under 134 and had a three-shot lead. The PGA Tour hasn't had a Monday qualifier win a tournament since Arjun Atwal in August 2010.

Search warrants released in Newtown investigation

NEW HAVEN, Conn. (AP) ? Search warrants used in the investigation of the Newtown school shooting by a 20-year-old gunman were released Thursday, with some information withheld at the request of a prosecutor.

The warrants are related to searches of Adam Lanza's home and car. They have been under a sealing order that expired Wednesday, and prosecutors until now have made few details available, despite pressure to do so.

Gov. Dannel P. Malloy had expressed concern about leaked information appearing in the news, and state lawmakers had requested a more complete accounting of the case as they address gun control and other issues raised by the shooting.

A Danbury Superior Court judge on Wednesday granted a request by the prosecutor overseeing the investigation, State's Attorney Stephen Sedensky III, to withhold some details. Sedensky asked to redact the name of a witness, saying the person's safety might be jeopardized if the name were disclosed. He also asked that the release not include other information such as telephone numbers, serial numbers on items found and a few paragraphs of an affidavit.

Lanza shot his mother to death inside their Newtown home on Dec. 14 before driving to Sandy Hook Elementary School, where he massacred 20 first-graders and six educators. He killed himself as police arrived. Authorities have said it will take until June or later for the investigation to be completed.

The Associated Press and other news outlets have reported previously that Lanza showed interest in other mass killings and authorities found literature on other massacres at his house.

Malloy announced last week that additional information would be released at his request. He expressed concern that some information about the shooting rampage at Sandy Hook reportedly disclosed by a top state police commander at a recent law enforcement seminar in New Orleans was leaked.

"Like many others, I was disappointed and angered to learn that certain information about the Newtown shooting had been leaked, specifically with concern for the victims' families who may have been hearing this news for the first time," the governor said in a statement.

A column published last week in the New York Daily News, citing an unnamed police officer who attended the seminar, reported that Col. Daniel Stebbins discussed evidence that suggested the Newtown gunman studied other mass slayings and dedicated extensive planning to the rampage.

The seminar was designed for only law enforcement professionals, and sensitive information dealing with the tactical approaches used by first responders to the Sandy Hook shootings was discussed, state police spokesman Lt. J. Paul Vance said.

Senate President Donald E. Williams Jr. said this week that legislative leaders hope to review the search warrant documents before finishing work on a bipartisan bill that addresses gun control and other issues related to the massacre.

A judge denied a motion by the AP and five newspapers seeking to intervene against any move to extend the current 90-day seal of the warrants. Sedensky had said earlier that the request to intervene was premature because the state hasn't filed any further requests.

?That the phrase ?Virginia Woolf scholar? is used several times as an epithet and a punch line is evidence of the film?s unusually acute interest in academic life and, also, its ambivalence about feminism,? New York Times critic A.O. Scott wrote in his review.

Woolf is a favorite among many feminist literary scholars, and ?Admission? seems to reinforce the notion of Woolf as a writer of interest only to women.

That was a widespread misconception before ?Admission? ever hit the screen, but one I?d like to dispel. I?ve enjoyed Woolf?s writing for years, and I wince a little each time she?s pigeonholed as a ?women?s writer.?

Woolf, a giant of English letters who lived between 1882 to 1941, certainly never aspired to that kind of narrow appeal. In the title essay of her famous collection of essays, ?The Common Reader,? Woolf celebrated the universal ideal of the person who ?reads for his own pleasure rather than to impart knowledge or correct the opinions of others. Above all, he is guided by an instinct to create for himself, out of whatever odds and ends he can come by, some kind of whole ? a portrait of a man, a sketch of an age, a theory of the art of writing.?

Pleasure is an abiding gift of Woolf?s writing, and that quality doesn?t always seem evident when she?s promoted as a ?women?s writer.? The term tends to reduce her work to a political gesture, something to be tolerated out of civic obligation rather than embraced for its promise of joy.

Woolf dealt with serious topics, to be sure, but I?d like newcomers to her work to know just how?fun?she can be on the page. She had a sublime gift for metaphor, a genius for rendering abstraction into lively, concrete language. Here, in an essay on the great French essayist Michel de Montaigne, Woolf discusses the difficulty of trying to write about a thought as it moves through one?s head: ?The phantom is through the mind and out of the window before we can lay salt on its tail, or slowly sinking and returning to the profound darkness which it has lit up momentarily with a wandering light.?

That?s just like Woolf ? turning an act of intellect into something tangible, sensual, full of color. She?s invariably a delight to read, whether she?s drafting a letter, writing an essay or book review, or penning a novel.

While novels such as ?Mrs. Dalloway? and ?The Waves? have secured Woolf?s place in posterity, I?m partial to her nonfiction, including her correspondence. She?s a great gossip about other writers, and I laughed out loud while reading a letter in which Woolf described some of Henry James? writing as??the laborious striking of whole boxfuls of damp matches.?

What I also like about Woolf is that she never forgets the first obligation of a writer ? to shake the reader awake with the gift of surprise. Though I?ve read her for years, Woolf continues to catch me off guard, as when I combed the titles at a recent rummage sale and came across ?Flush,? in which Woolf constructs an entire biography of poet Elizabeth Barret Browning?s cocker spaniel.

The book is on my nightstand right now, and I can?t wait to start it. I wish more readers, men and women, knew the Virginia Woolf that I do ? as a writer to read because you want to, not because you have to.

Wal-Mart may get customers to deliver packages to online buyers

SAN FRANCISCO (Reuters) - Wal-Mart Stores Inc is considering a radical plan to have store customers deliver packages to online buyers, a new twist on speedier delivery services that the company hopes will enable it to better compete with Amazon.com Inc.

Tapping customers to deliver goods would put the world's largest retailer squarely in middle of a new phenomenon sometimes known as "crowd-sourcing," or the "sharing economy."

A plethora of start-ups now help people make money by renting out a spare room, a car, or even a cocktail dress, and Wal-Mart would in effect be inviting people to rent out space in their vehicle and their willingness to deliver packages to others.

Such an effort would, however, face numerous legal, regulatory and privacy obstacles, and Wal-Mart executives said it was at an early planning stage.

Wal-Mart is making a big push to ship online orders directly from stores, hoping to cut transportation costs and gain an edge over Amazon and other online retailers, which have no physical store locations. Wal-Mart does this at 25 stores currently, but plans to double that to 50 this year and could expand the program to hundreds of stores in the future.

Wal-Mart currently uses carriers like FedEx Corp for delivery from stores - or, in the case of a same-day delivery service called Walmart To Go that is being tested in five metro areas, its own delivery trucks.

"I see a path to where this is crowd-sourced," Joel Anderson, chief executive of Walmart.com in the United States, said in a recent interview with Reuters.

Wal-Mart has millions of customers visiting its stores each week. Some of these shoppers could tell the retailer where they live and sign up to drop off packages for online customers who live on their route back home, Anderson explained.

Wal-Mart would offer a discount on the customers' shopping bill, effectively covering the cost of their gas in return for the delivery of packages, he added.

"This is at the brain-storming stage, but it's possible in a year or two," said Jeff McAllister, senior vice president of Walmart U.S. innovations.

Indeed, the likelihood of this being broadly adopted across the company's network of more than 4,000 stores in the United States is low, according to Matt Nemer, a retail analyst at Wells Fargo Securities.

"I'm sure it will be a test in some stores," he added. "But they may only keep it for metro markets and for higher-priced items."

LEGAL BOUNDARIES

Start-ups such as TaskRabbit and Fiverr already let individuals rent out their time and expertise to companies and people looking for small jobs to be completed.

Zipments was founded in 2010 as a crowd-sourced delivery network that allowed anyone over 18 years old with a vehicle, a text-enabled phone, and a PayPal account to bid on courier services for local businesses.

Such online match-making businesses often push legal boundaries - and a Wal-Mart crowd-sourced delivery program would be no different, according to Nemer.

Online packages delivered by customers may never reach their destination, either through theft or fraud, the analyst said.

Such a crowd-sourced delivery service may not be as reliable as FedEx or United Parcel Service, which have insured drivers, he added.

"You are comfortable with a FedEx or UPS truck in your driveway, but what about a stranger knocking on your door?" Nemer said.

ZIPMENTS EVOLVES

While Zipments started out with a pure crowd-sourcing approach, the company now does more screening of drivers before allowing them to be part of its delivery network, Chief Executive and co-Founder Garrick Pohl said in an interview. It now serves big cities including New York and Chicago.

Theft, fraud and late deliveries have never been a problem, but insurance and licenses were an obstacle, Pohl explained.

Drivers often need personal liability insurance to cover package delivery activities. Cargo insurance is also needed. Zipments self-insures this risk up to $250, but the firm encourages its couriers to buy additional coverage for higher-value packages, Pohl said.

In some areas, like downtown Chicago, people also need a courier license to deliver things, he added.

"Zipments now helps people get all these things set up before allowing them to deliver goods," Pohl said.

Still, he said the issues are not insurmountable, citing pizza restaurants, which have used part-time drivers to deliver pies for years.

"It's a great solution for large retailers like Wal-Mart," Pohl said. "We'd like to see them move quicker, but it's great that they are considering it."

Zipments is trying to provide such services to retailers, although Pohl declined to say which companies the start-up is talking to about this.

Certain breast cancers have a trait that could be attacked by new therapies

Mar. 27, 2013 ? More than 100 women per day die from breast cancer in the United States. The odds of developing breast cancer increase for women taking hormone replacement therapy to avoid the effects of menopause. New research by University of Missouri scientist Salman Hyder may lead to treatments for breast cancers associated with taking these synthetic hormones. Hyder, along with an international team, found that hormone-therapy-related breast cancer cells have a physical feature that could be attacked by cancer therapies.

"We identified a specific cell membrane protein that blocks cell death in breast cancer cells and allows these cells to grow in response to hormone replacement therapy," said Hyder. "Others have observed an over-abundance of these proteins in a population of breast cancer cells which may explain increased risk of breast cancer in women who consume hormone replacement therapy. Therapies could be developed that would block the activity of these cell membrane proteins, which would make cancer cells more likely to die. The membrane protein is known as PGRMC1."

The proteins identified by Hyder and his colleagues were affected by progestin, one of the hormones given to women to stave off the effects of menopause. Progestin is a synthetic chemical which mimics the hormone progesterone. In hormone replacement therapy, doctors prescribe progestin along with synthetic replicas of the hormone, estrogen.

"Every progestin type that we have tested has negative effects," said Hyder. "A growing body of evidence suggests women should be wary before taking progestin. However, if women take only synthetic estrogens, such as estradiol, it leads to a higher risk of uterine cancer. Hence, the two must be taken together, but even then they seem to still increase cancer risks in post-menopausal women."

Analysis: Supreme Court energizes gay rights even as it resists

WASHINGTON (Reuters) - After two days of Supreme Court arguments over same-sex marriage, the United States may be left with this irony: While the high court is not likely to alter the constitutional landscape for gays, the justices nevertheless have provided a rallying point for the gay-rights cause.

Three major legal outcomes appeared likely as the justices on Wednesday ended the second dramatic day of arguments in the most closely watched dispute of their current term:

* The court would not rule that gay people need special constitutional protection from discrimination.

* The court would not declare a nationwide right to same-sex marriage.

* At the same time, a majority would rule narrowly that the federal government must provide married same-sex couples the same benefits it gives their heterosexual counterparts.

Yet just as the nine black-robed justices made clear that they did not wish to play a leading role in the national conversation about same-sex marriage, they showed they could nonetheless raise its volume. Simply by agreeing to hear the two disputes - one over California's ban on same-sex marriage, the other over the federal law denying benefits to same-sex couples - the justices energized the debate.

Numerous public figures including former President Bill Clinton, who in 1996 signed the law forbidding same-sex couples from obtaining federal benefits, and prominent groups including the American Academy of Pediatrics in recent weeks came out vigorously in support of same-sex marriage and gay civil rights.

Individual members of Congress - Democrats and Republicans - suddenly voiced new support for gay marriage.

Perhaps most dramatically, Senator Rob Portman of Ohio, considered a possible future Republican presidential contender, earlier this month announced he was reversing his opposition to such same-sex marriage, citing the fact that his son two years earlier had told him he was gay.

Opponents of gay marriage have not witnessed any similar high-profile testimonials from people who were switching to their side. Recent opinion polls, taken in association with the Supreme Court's decision to take up the gay-marriage cases, have documented a surge in public support for same-sex unions.

The new cases also pushed the Obama administration to break new legal ground.

President Barack Obama had personally endorsed gay marriage but he had long asserted that same-sex marriage was a matter for the states to handle. At the last minute, however, his administration decided to enter the California dispute and argue that federal guarantees of constitutional equality forbid states from limiting marriage to heterosexuals.

The administration also contended that gays deserve extra constitutional protection from bias, as the Supreme Court has afforded women fighting sex discrimination.

Yet as much as the justices effectively propelled others to take a stand, they showed by their own comments and questions from the bench this week that they do not intend to be at the vanguard.

The lawyers who appeared on Tuesday and Wednesday were passionate in their presentations, yet none seemed to seize the justices and generate equal fervor.

To be sure, there were moments of excitement, including some sharp exchanges between lawyers and individual justices such as when Justice Elena Kagan challenged an attorney's assertion that government's overriding interest in marriage relates to procreation and childbearing.

'UNCHARTED WATERS'

There was also the suspense of what swing-vote Justice Anthony Kennedy might say. Kennedy sent conflicting messages at times, expressing concern about the children of gay parents who cannot marry but then suggesting the justices should be wise to stay out of "uncharted waters" on the issue.

There were moments of tedium, too, as the justices wrestled with procedural issues that could prevent them from deciding the merits of either case.

Such hurdles would likely prevent any decision on California's Proposition 8, the 2008 ballot initiative that defines marriage as only between a man and a woman. A majority of the justices signaled they might not reach the merits, most likely because California state officials have declined to defend the law and Proposition 8 backers may lack "legal standing" in the case.

A court majority most certainly would not conclude - as the challengers to Proposition 8 argued on Tuesday - that all 50 U.S. states must allow same-sex marriage. Currently nine states permit such marriages, along with Washington, D.C.

Nothing that emerged in oral arguments on Wednesday over a provision of the 1996 Defense of Marriage Act (DOMA) would suggest that the justices had any second thoughts about delving into the larger issues of gay marriage. In fact, their comments reinforced the notion that a majority on the generally conservative court is not ready to carve out new rights for gays.

The Obama administration and other challengers to DOMA had urged the court to declare that government rules tied to sexual orientation deserve "heightened" scrutiny, meaning that the government needs an exceedingly persuasive justification for the regulation.

If the court were to adopt such a level of constitutional protection for gays, as it has in the gender-discrimination context, bans on same-sex marriage would be legally undermined. But that proposition for tougher judicial scrutiny in gay-bias cases gained no traction at the Supreme Court.

Chief Justice John Roberts suggested that the national activity surrounding this week's cases might have demonstrated that gays are, in fact, a political force in no need of special protection.

"As far as I can tell, political figures are falling over themselves to endorse your side of the case," Roberts told lawyer Roberta Kaplan, who was representing a New York woman denied a federal estate-tax exemption because her spouse was another woman, not a man.

Roberts may have been referring to national figures including Portman whose endorsement of gay marriage coincided with the court's consideration of the matter.

In the same vein, a record number of "friend of the court" briefs were submitted in the paired cases, most favoring gay rights. In yet another unusual move, marking one of corporate America's most high-profile efforts on same-sex marriage, close to 300 businesses urged the court to strike down the DOMA restriction. (Thomson Reuters Corp, which owns Reuters, was among them.)

Outside the marble-columned Supreme Court building, demonstrators rallying for gay marriage dominated the scene.

So no matter how this court ultimately rules - a decision is expected by late June - it seems clear that the justices' mere involvement was a boost to the gay-rights cause, at least in the court of public opinion.

David Petraeus apologized Tuesday for the extramarital affair that led to his resignation?as the head of the Central Intelligence Agency last November in his first public speech since then.

Petraeus was invited a year ago -- before the scandal broke -- to be the keynote speaker before 600 guests at the University of Southern California annual ROTC dinner.

The retired four-star general has remained out of the public eye since the revelations of the affair with his biographer, Paula Broadwell, but decided to keep this appointment.

??It truly is a privilege to be here with you this evening -- all the more so given my personal journey over the past five months,? he said. ?I join you keenly aware that I am regarded in a different light now than I was a year ago ? I'm also keenly aware that the reason for my recent journey was my own doing,? he said Tuesday night.

?So please allow me to begin my remarks this evening by reiterating how deeply I regret and apologize for the circumstances that led to my resignation from the CIA and caused such pain for my family, friends and supporters,? he added.

Petraeus then stressed that the evening was ?not about me,? but the cadets, active duty military and veterans from USC and efforts to support them.

Meet the people who have been pulled into the scandal that caused Gen. David Petraeus to resign.

He said that the post 9/11 generation of veterans deserved to be known as America?s greatest generation. More could and should be done to help veterans, particularly those with physical injuries and mental health problems, he argued.

'Instructive' to others who stumble
The general said that hanging up the uniform and leaving comrades behind was difficult, and returned to the reasons for his departure at the end of his speech.

?As I close, I want to take this opportunity to say thank you as well to those who provided words of encouragement to my family and me in recent months. That support meant a great deal as we sought to look forward rather than backward,? Petraeus said.

?This has obviously been a very difficult episode for us. But perhaps my experience can be instructive to others who stumble or indeed fall as far as I did. One learns, after all, that life doesn't stop with such a mistake. It can, and must, go on,? he said.

?And the effort to move forward over the rocky path of one's making is vital, inescapable, and ultimately worth it,? he added. ?I know that I can never fully assuage the pain that I inflicted on those closest to me and a number of others. I can, however, try to move forward in a manner that is consistent with the values to which I subscribed before slipping my moorings, and as best possible to make amends to those I have hurt and let down, and that is what I will strive to do.?

The discovery of Petraeus? affair came after another woman, Florida socialite Jill Kelley, complained to the FBI that she was receiving harassing emails from Broadwell.

The ensuing bureau investigation revealed a string of emails indicating an affair between Petraeus and Broadwell.

In a letter to the CIA workforce announcing his decision to step down last fall, Petraeus acknowledged "extremely poor judgment" and said, "such behavior is unacceptable, both as a husband and as the leader of an organization such as ours."

Days after the high-profile resignation, President Barack Obama announced there was no reason to believe the ex-CIA director compromised national security or divulged classified information to Broadwell, who had unprecedented access to the general while writing his biography.

And supporters like Sen. Dianne Feinstein, D-Calif., maintained that the personal transgression should not have led to Petraeus' departure.

With the former high-profile military leader's resignation came the end of a nearly four-decade career in the military and intelligence.

As a commander in the U.S. Army, Petraeus was largely credited with salvaging the wars in Iraq and Afghanistan and helping develop U.S. counterinsurgency strategy.

He was one of the most popular military commanders in modern history, and was talk about as a future presidential candidate.

Tuesday's speech may mark the beginning of attempts by the 60-year-old Petraeus to rebuild his image. His appearance in front of former and future members of the armed services made for a friendly audience.

USC president C. L. Max Nikias praised Petraeus ahead of his appearance at the university.?

?In our post 9/11 world, Gen. Petraeus? influence on our military is unmatched, and his contributions to the CIA are far-reaching,? Nikias said.

?Gen. Petraeus is arguably the most effective military commander since Gen. Dwight D. Eisenhower,? he added.
