(AP) ? The African heads of state who converged on the capital of Equatorial Guinea this summer are used to life's finer things ? yet even they were impressed.

The minuscule nation located on the coast of Central Africa spent several times its yearly education budget to build a new $800 million resort in which to house the presidents attending this summer's African Union summit.

Besides an 18-hole golf course, a five-star hotel and a spa, the country built a villa for each of the continent's 52 presidents. Each one came with a gourmet chef and a private elevator leading to a suite overlooking the mile-long artificial beach that had been sculpted out of the country's coast especially for them.

Western diplomats say that the charm offensive worked, and on Friday the United Nations' cultural arm may be forced to create a prize named after Equatorial Guinea's notoriously corrupt president, due to a resolution passed in June by the presidents staying at the lavish resort.

If that happens President Teodoro Obiang Nguema, a man whose regime is accused of gross human rights violations, will be associated with an organization whose stated mission is the promotion of peace and human rights through cultural dialogue.

During the AU summit this summer, Obiang succeeded in getting the body to pass a motion calling on UNESCO to approve a prize named in his honor.

Armed with this resolution, the 13 African delegates on UNESCO's executive board are threatening to force a vote on the UNESCO-Obiang Nguema Mbasogo Prize for Research in the Life Sciences as early as Friday when the board meets in Paris, said five officials taking part in the discussion.

The $3 million prize was first proposed in 2008 and UNESCO initially agreed to create it, only to suspend it as outrage erupted over the provenance of the money and accusations of abuses by Obiang against the people of his Maryland-sized nation.

A senior Western diplomat in France who is close to the negotiation, said that Obiang, as the rotating chairman of the African Union, forced through a resolution during the AU summit that unified the African position.

"In the past our ability to keep the prize in the deep freezer depended on divisions within the African group," said the diplomat, who asked not to be named because of the sensitivity of the matter. "At UNESCO on the executive board, the African group makes up a large percentage of the board ? and when they are completely unified they can always count on complete support from the Arab group."

Together, the Arab and African delegations account for 20 out of 58 votes. Thirty is needed for the measure to pass; fewer if some governments abstain. The diplomat said the Equatoguinean delegation has been hanging out in the halls outside of the board's meeting room in Paris, trying to influence the vote of undecided delegates when they step outside. Among the ambassadors from Africa, there are misgivings about the prize and several have privately said they feel embarrassed voting for it, but believe their hands are tied due to the African Union resolution.

"What Obiang has been able to set up here is a dynamic by which the ambassadors are constrained ? their backs are against the wall because their position has been mandated by their heads of state," said the official.

The diplomat's account of the situation was confirmed by a senior European diplomat who is also on the UNESCO executive board, as well as by leading rights groups including New York-based Human Rights Watch and London-based Global Witness which have been at the forefront of trying to stop the creation of the prize.

The Western nations opposing the measure are hoping to avoid a vote on Friday, the diplomats say, on the argument that forcing one is against UNESCO's tradition. They fear that if it goes to a vote, the measure will pass, forcing the body to implement the prize.

Obiang seized power in a coup 32 years ago after toppling the former leader, who was executed. The United Nations Rapporteur on Torture toured the country's prisons in 2008 and determined that torture is systematic, including using electroshocks through starter cables attached to the detainees' body with alligator clips.

In February, the government imposed a blackout on news regarding the Arab Spring uprising. A disc jockey who dared refer to Libya during his music program had his microphone cut off minutes into his show and the program was pulled off the air for two months.

Another concern is the provenance of the $3 million that Obiang has said he will donate to endow the prize. The Obiang family has become fabulously wealthy during the president's reign and is accused of pilfering the nation's oil wealth.

The United States Senate's Permanent Subcommittee on Investigations held hearings to discuss how Obiang's son used lawyers, realtors and bankers to help him transfer $110 million of suspect funds to the U.S. The money was used to purchase a $30 million mansion in Malibu and a $38 million plane, according to a separate Justice Department inquiry.

On Thursday, French officials in Paris seized 16 luxury cars, including a Bugatti Veyron worth more than $1.3 million allegedly belonging to Obiang's son, in a probe into claims that the Equatoguinean leader had misspent public funds in France. And earlier this month, a lawyer close to former French President Jacques Chirac claimed in a memoir that Obiang had tried to give the French government suitcases of cash in order to secure favor.

Equatorial Guinea's Minister of Information Jeronimo Osa Osa Ecoro told The Associated Press by telephone from his nation's capital that the claims of theft, corruption and abuse by Obiang and his entourage are unfounded.

"They want to dirty the image of our country. This is a nation that wants to share $3 million of its money for a UNESCO prize that will save human lives ? this is a gift to humanity!" he said, adding: "There is no poverty in Equatorial Guinea, and as for the respect of human rights, which country can say that it respects human rights 100 percent of the time?"

In an Op Ed piece published Thursday online in Think Africa Press, Nobel Peace laureate Desmond Tutu said that the people of Equatorial Guinea need justice, not a $3 million science prize funded by their president.

"In numerous speeches to international audiences, including many in his role as the rotating African Union chair, President Obiang has stated his commitment to democracy, human rights, and good governance. His words, however, ring hollow since they are often not applied inside his own country," Tutu wrote. "It is unfortunate that the time and resources expended by President Obiang to establish the prize are not directed at implementing the reforms that he regularly mentions."

In Equatorial Guinea, the new town of Sipopo was built for nearly $800 million. It's an investment that the country's opposition leader Placido Mico said is an insult to the nation's population. He points to the country's 2011 budget, where only $40 million is allocated in the line for education. He said it appears that the sole purpose of the resort was to impress the heads of state of AU nations, and possibly to lure tourists.

Equatoguineans who have tried to go there after the end of the summit were turned away and told that they needed a special authorization.

WASHINGTON (AP) ? A team of engineers harnessed to ropes began a daredevil inspection of the Washington Monument on Wednesday that will include them rappelling down the obelisk to look for damage from last month's earthquake.

The team of two men and two women was climbing through hatch one-by-one and starting their work at the top of the 555-foot monument just after noon. After some time at the top, they will start rappelling down. They had spent several hours setting up equipment and preparing for the work.

The team plans to climb up and down the monument to check each stone for cracks, chips and other damage caused by the 5.8-magnitude quake that shook the nation's capital Aug. 23. Each descent can take 12 to 15 minutes. The team will take breaks as needed.

Each team member is carrying several items, including a digital camera, an iPad that includes data from the 1999 restoration of the monument, a two-way radio, masonry tools that will allow them to remove loose pieces of stone or mortar and a soft mallet for audio testing.

The team is in frequent contact with the National Weather Service and will suspend work on the monument's exterior if there's a chance of lightning or heavy winds. The weather was calm and mostly cloudy late Wednesday morning after an earlier thunderstorm and showers.

The inspection of the monument's exterior was delayed a day because of lightning. A team worked for several hours Tuesday setting up equipment and creating a protective barrier around the monument's lightning rods.

The inspection is expected to last several days and the team has not ruled out working over the weekend.

NYPD chief: Police could take down plane if needed (AP)

NEW YORK ? The chief of the New York Police Department says city police could take down a plane if necessary.

Commissioner Ray Kelly tells CBS' "60 Minutes" that after the Sept. 11 attacks, he decided the city couldn't rely on the federal government alone. He set about creating the NYPD's own counter-terrorism unit. He says the department is prepared for multiple scenarios and could even take down a plane.

Kelly didn't divulge details but said "obviously this would be in a very extreme situation."

Other measures include sending NYPD officers abroad, using radiation detectors and creating a network of surveillance cameras in Manhattan.

The interview airs Sunday evening. It comes two weeks after the tenth anniversary of 9/11, when hijackers flew planes into the World Trade Center and Pentagon.

(AP) ? Pakistan's army chief convened a special meeting of senior commanders Sunday following U.S. allegations that the military's spy agency helped militants attack American targets in Afghanistan, the army said.

The government also summoned home the country's foreign minister early from a trip to the United States to attend a meeting of all major political parties to discuss the American allegations of support for the militant Haqqani network.

Senior Pakistani officials have lashed out against the allegations, accusing the U.S. of trying to make Pakistan a scapegoat for its troubled war in Afghanistan. The public confrontation has plunged the already troubled U.S.-Pakistan alliance to new lows.

Pakistan's leaders have shown no indication they plan to act on renewed American demands to attack the Haqqani network in its main base in Pakistan, even at the risk of further conflict with Washington, which has given the country billions in aid.

U.S. Sen. Lindsey Graham, a member of the Senate Armed Services Committee, said Sunday that the U.S. should consider military action to defend U.S. troops if Pakistan's spy agency continues supporting militants who are attacking American forces.

Unilateral U.S. raids into Pakistan could have explosive implications in a country where anti-American sentiment is widespread.

Pakistanis were outraged by the covert U.S. commando raid that killed al-Qaida chief Osama bin Laden in a garrison town not far from Islamabad in May. The U.S. did not tell the Pakistani government about the operation beforehand for fear bin Laden would be tipped off.

Pakistani Interior Minister Rehman Malik warned the U.S. on Sunday against sending troops into Pakistan.

"Any aggression will not be tolerated," Malik told reporters in Islamabad. "The nation is standing united behind the armed forces, which is the front line of Pakistan's defense."

The top U.S. military officer, Adm. Mike Mullen, last week accused Pakistan's Inter-Services Intelligence agency of supporting Haqqani insurgents in planning and executing a 22-hour assault on the U.S. Embassy in Afghanistan on Sept. 13 as well as a truck bomb that wounded 77 American soldiers days earlier.

Pakistan's army chief, Gen. Ashfaq Pervez Kayani, widely considered the most powerful man in Pakistan, has dismissed the allegations, saying they were baseless and part of a public "blame game" detrimental to peace in Afghanistan.

Pakistan army spokesman Maj. Gen. Athar Abbas said Kayani presided over Sunday's commanders meeting but would not provide detail on the discussions.

Later in the day, Prime Minister Yousuf Raza Gilani's office issued a statement saying Foreign Minister Hina Rabbani Khar was summoned back to attend a meeting of all major political parties on "threats emanating from outside the country."

Pakistan claimed to have severed its ties with Afghan militants after the 9/11 attacks and supported America's campaign in Afghanistan, but U.S. officials have long suspected it maintained links. The comments by Mullen, who is chairman of the Joint Chiefs of Staff, were the most serious yet accusing Pakistan of militant ties, although he didn't cite any specific evidence.

Despite the seriousness of the U.S. claims, which appear to accuse Pakistan of state-sponsored terrorism, Mullen and other U.S. officials have said Washington needs to keep engaging with Islamabad, a reflection of its limited options in dealing with the country.

Around half of the U.S. war supplies to Afghanistan are trucked over Pakistani soil, and even as it accuses Islamabad of complicity with Afghan insurgents, Washington knows that it will likely need Islamabad's cooperation in bringing them to the negotiating table. Washington is also concerned about the danger of further instability in the nuclear-armed state.

The head of U.S. Central Command, Gen. James Mattis, called for continued cooperation after a meeting with Kayani in Islamabad. In a statement issued Sunday by the U.S. Embassy, Mattis emphasized "the need for persistent engagement among the militaries of the U.S., Pakistan and other states in the region."

Afghan officials have also accused Pakistan of stoking instability in Afghanistan. The Afghan Defense Ministry accused the Pakistani arm Sunday of firing more than 300 artillery and rockets into the country's northeast during the past five days.

The provinces of Kunar and Nuristan are a haven for hardcore insurgent groups fighting in both Pakistan and Afghanistan and have relatively few Afghan or foreign forces. Pakistan has complained that militants from the area have staged repeated cross-border attacks that have killed Pakistani security forces and civilians.

Pakistan army spokesman Maj. Gen. Athar Abbas said he had asked security officials in the northwest about the Afghan allegations and was waiting for a reply. He said those officials were surprised by the accusations since no activity had been reported in the area.

"I assume this is not correct news," said Abbas, referring to the Afghan allegations.

A decommissioned NASA satellite is expected to plummet to Earth today (Sept. 23), and agency officials are monitoring the dead spacecraft closely to try to narrow down when and where the debris will fall.

According to NASA, the Upper Atmosphere Research Satellite, or UARS, will make its fiery descent through the atmosphere some time this afternoon or early evening (Eastern Daylight Time), but while it is still too soon to tell where pieces of the defunct satellite will land, scientists have been able to rule out North America from the potential impact zone.?

"Re-entry is possible sometime during the afternoon or early evening of Sept. 23, Eastern Daylight Time. The satellite will not be passing over North America during that time period," NASA officials said in a statement late Thursday. "It is still too early to predict the time and location of re-entry with any more certainty, but predictions will become more refined in the next 24 hours." The bus-size, 6.5-ton UARS spacecraft is one of the largest NASA satellites to plunge back to Earth uncontrolled in more than 30 years.

"The most massive NASA satellite to re-enter uncontrolled since Skylab was the Pegasus 2 satellite in November 1979," Nick Johnson, chief scientist of NASA's Orbital Debris Program Office at the Johnson Space Center in Houston, told SPACE.com in an e-mail last week. "It had a mass of 10.5 metric tons, almost twice that of UARS."?

Skylab, the first American space station, fell to Earth in 1979, and debris from the outpost plunged into the Indian Ocean and onto parts of Australia. The Pegasus 2 satellite was launched in 1965 to study micrometeoroids in low-Earth orbit. The satellite remained in orbit for 14 years before splashing down into the mid-Atlantic Ocean on Nov. 3, 1979.[6 Biggest Spacecraft to Fall Uncontrolled From Space]

Despite the fact that UARS will fall to Earth uncontrolled, NASA officials have stated that the chance of debris landing in populated regions of the planet is extremely remote.

"There's always a concern," said Mark Matney, a scientist at the Orbital Debris Program Office. "But, populated areas are a small fraction of the Earth's surface. Much of the Earth's surface has either no people or very few people. We believe that the risk is very modest."

Scientists at the Orbital Debris Program Office at the agency's Johnson Space Center in Houston calculated the odds that anyone anywhere in the world will be hit by UARS debris at 1-in-3,200. But, the chance that you personally will get hit is much smaller, somewhere on the order of 1-in-several trillion, NASA officials said. [How You Can Track the Falling Satellite]

Agency officials have estimated that roughly 26 large pieces of the satellite will survive the intense journey through Earth's atmosphere. Approximately 1,170 pounds (532 kilograms) of material is expected to actually reach the ground, but even though the spacecraft is expected to re-enter over a 500-mile (804-kilometer) path, these pieces will likely fall over water or uninhabited areas of the planet, Matney said. The $750 million climate satellite measures 35 feet (10.7 meters) long and 15 feet (4.5 m) wide. It was launched in 1991 aboard the space shuttle Discovery, and studied the ozone layer and chemical makeup of Earth's upper atmosphere before it was decommissioned in December 2005.

Originally, NASA anticipated that the UARS satellite would fall to Earth sometime between late September and early October, but heightened solar activity last week increased the spacecraft's drag, pulling it down to Earth sooner than expected. Radiation works best on smaller areas of tissue, limiting its effectiveness with mesothelioma. Unfortunately, in many cases chemotherapy may not be sufficient to treat the large number of tumors. Eventually, these networks of masses overtake the tissue, limiting the movement of that tissue. Unfortunately, they tend to develop long before they become noticeable to the victim. By the time symptoms from the tumors are noticed, it is often too late for effective treatment.

The structure and growth of lung cancer is very different from that of mesothelioma. With lung cancer, tumors grow as distinct, individual masses, and boundaries of these masses are very clear. This is true even when there are several masses. While these isolated tumors can become very large and just as life threatening as mesothelioma, treatment may be more effective. Because the masses are so distinct, when caught early enough, they can sometimes be surgically removed. Radiation and chemotherapy tend to work better in these cases as well.

Other differences between these two forms of cancer include their rarity and their causes. In general, the incidence of mesothelioma is much smaller than that of lung cancer. Likewise, the causes of lung cancer can vary and overlap (including exposure to pesticides, heavy metals, pollutants, radon, and/or smoking), while mesothelioma causes are generally linked to asbestos exposure.

While there are many differences between these two forms of cancer, the early warning signs (when detected) of lung cancer and mesothelioma may be very similar. Myanmar's forgotten bourse eyes long-awaited expansion (Reuters)

YANGON (Reuters) ? In a quiet room in an aging office block of Myanmar's commercial capital Yangon, a worker scribbles on a whiteboard beneath a row of out-of-sync clocks, updating prices in what could be the world's smallest stock market.

Welcome to the Myanmar Securities Exchange, among the best-kept secrets of a repressive country hamstrung by Western sanctions and blighted by 49 years of military rule.

There's no trading floor, no flashing screens and no televisions showing financial news channels. Just eight employees who handle over-the-counter transactions and manually update share prices, using a whiteboard, a marker pen and a stencil. Every so often, a customer drops by.

Set up 15 years ago as a joint venture with Japanese broker Daiwa Securities Co, Myanmar's stock market has attracted just two companies -- an echo of broader problems in the resource-rich country that half a century ago was among Asia's wealthiest and today is among its poorest.

But as Myanmar's new civilian government presses ahead with reforms that could lead to greater political and economic freedom, and as China pumps in billions of dollars to develop its vast energy reserves, plans are a afoot to expand the exchange.

Daiwa is working with the Tokyo Stock Exchange to establish rules and computer systems for a bigger stock market, a Daiwa spokesman said. The plan expands on Daiwa's 50-50 joint venture established in 1996 to set up the current exchange with Myanmar's Finance and Revenue Ministry.

"With the new administration, there has been growing interest in developing a financial system, so we, Daiwa and the Tokyo Stock Exchange are now in cooperation to contribute to the development of Stock Exchange system," Daiwa said in an e-mailed response to questions from Reuters.

Mainland Southeast Asia's biggest country has been one of the world's most difficult for foreign investors, restricted by sanctions, starved of capital and marred by mismanagement.

But its eight-month-old parliament is stirring hopes of reforms that could slowly open the country of 50 million people that just over 50 years ago was one of Asia's most promising, the world's biggest rice exporter and a major energy producer.

A senior official from the Ministry of National Planning and Economic Development said the government wanted to expand the number of listed companies as part of efforts by the 10-nation Association of South East Asian Nations (ASEAN) of which Myanmar is a member, to form an interlinked stock market by 2015.

"The emergence of a stock exchange is very important for us in bringing the country in line with the rest of ASEAN," said the official, who asked not to be identified.

"Some important laws have already been drafted. After enacting these laws, the Securities and Exchange Committee will be formed. Then there will be rapid progress," he predicted.

That ambition is one of many signs of change since the army nominally handed power to civilians after the first elections in two decades last year, a process ridiculed at the time as a sham to cement authoritarian rule under a democratic facade.

Recent overtures by the government hint at possibly deeper changes at work -- from calls for peace with ethnic minority guerrilla groups to some tolerance of criticism and more communication with Nobel peace prize laureate Aung San Suu Kyi, who was freed last year from 15 years of house arrest.

The push to expand the bourse also underlines how competition is heating up among regional exchanges in Asia's so-called frontier markets following recent South Korean forays to help build stock exchanges in Cambodia and Laos.

TRICKLE OF CUSTOMERS

Myanmar's first stock exchange was closed in the 1960s after a military takeover. Its successor, the Myanmar Securities Exchange Center (MSEC), is a modest operation. A trickle of customers each week buy and sell shares in two listed companies on a bourse few Burmese or foreign investors know exists.

No new companies have signed up beyond the first two: Forest Products Joint Venture Corp (FPJVC) and Myanmar Citizens Bank. Both are jointly owned by the government and private investors.

For those who got in early, returns have been generous. FPJVC sold shares between 1993 and 1996 -- mainly to well-connected bureaucrats -- and has delivered dividends of about 25 percent a year, more than double local bank interest rates.

"If possible, we'd like to buy some more shares of FPJVC," said Zaw Win, 76, a retired officer from the Ministry of Forests whose 15 shares bought in 1993 have more than doubled in value.

Daiwa signed a deal on April 5, 1996, to start the exchange but within a month the pact was cast into uncertainty, as the military junta began rounding up hundreds of pro-democracy supporters in a crackdown on Suu Kyi.

That sparked outcry in the West. Thousands of pro-democracy supporters rallied in Yangon. U.S. soft drink giant PepsiCo Inc sold its stake in a Burma venture. U.S. apparel firms canceled contracts with Burmese suppliers. The White House urged Burma to halt its "pressure tactics."

A year later, in response to widening human rights abuses, the United States imposed sanctions. The junta tightened its grip on power. Economic reforms withered.

The exchange's executive director, Soe Thein, a former official in the Finance and Revenue Ministry, assembled a small team of staff to draft laws and regulations, raise public awareness and set up a securities exchange commission to achieve his dream of a capital market within five or six years.

"But it failed to come up to our expectations," he said.

Much like neighboring Thailand and India, which both have thriving capital markets, Myanmar has enormous potential for tourism and development, boasting rich natural resources -- from gas to teakwood and gemstones.

Its new government has promised sweeping reforms -- from tax reductions for exporters to micro loans for farmers, interest rate cuts on bank loans and higher returns on savings. In recent weeks it has sought input from the International Monetary Fund about unifying its official and unofficial exchange rates.

The recent gestures followed expansion of fledgling banking and telecommunications sectors and the privatization of hundreds of state assets from late 2009, including mining firms, an airline, gas stations, cinemas, shipping companies and factories, albeit mostly to cronies of the former army regime.

But its banking system is crippled by sanctions, which most expect to stay in place until the government releases an estimated 2,100 political prisoners.

Soe Thein, however, remains optimistic.

"It takes time to set up public companies," he said.

And his little bourse may even soon face competition. South Korean bourse operator Korea Exchange said in January it had sent a delegation to Myanmar to hold preliminary talks with the government about the possibility of opening a separate exchange.

The firm is already involved in running the new Laos Securities Exchange and is setting up a long-delayed stock market in Cambodia. Both are joint ventures with the respective governments.
